§ Sir Keith JosephSince replying on 3 April to a similar question from the hon. Member for Knowsley, South (Mr. Hughes) I have received letters from a number of local education authorities and other education bodies criticising the decision to transfer resources to the MSC. The Association of County Councils and the Association of Metropolitan Authorities have reaffirmed their reluctance to co-operate in the implementation of this policy.
