Dr. Cunningham

asked the Secretary of State for the Environment when he expects to be able to draw conclusions as to the level of likely capital spending by local authorities in England in 1984–85 flowing from the form CER 84–85 sent to all local authorities.

Mr. Patrick Jenkin

This depends on when my Department receives sufficient returns from authorities to produce meaningful aggregate results.

On 4 June, the due return date, the Department had received 50 per cent. of returns.

Dr. Cunningham

asked the Secretary of State for the Environment if he will list those items of expenditure for which disregards have been requested under section 8(4) of the Local Government Finance Act 1982 in respect of each of the years 1981–82, 1982–83, 1983–84 and 1984–85; and for each of those years for which he has now decided to grant no further disregards if he will state against each item for which a disregard has not been granted his reasons for not granting such a disregard.
