asked Her Majesty's Government:

Whether they are aware of the extent to which motorists in Scotland are being harassed by charges of licensing and parking offences of which they are innocent since the vehicles concerned had been legally sold several months earlier and whether they are satisfied that the present system of registering change of ownership is adequate.

The records of vehicle keepers held that the Driver and Vehicle Licensing Centre are kept up to date by information supplied by motorists themselves on the acquisition or disposal of a vehicle. When. as he is obliged by statute to do, a motorist notifies the Secretary of State of the disposal of a vehicle, the records are amended or show him as the previous keeper and he should not thereafter be the subject of inquiries alleging that he was responsible for offences committed in respect of the subsequent use or keeping of the vehicle.
