§ Mr. Kenneth ClarkeCircular HC(84)11 requires health authorities to seek approval for the total of premature retirements for all causes expected to arise in the financial year. Those arising from competitive tendering are required to be separately identified. Once control totals are agreed, both the numbers and costs will be monitored, and it will be possible separately to identify the compensation costs of premature retirements attributed to competitive tendering.
We are currently considering regions' proposed control totals for 1984–85. At the moment there can be no certainty about estimates of numbers arising from competitive tendering, until decisions on individual tenders have been taken. Some revision of agreed totals is therefore likely as the year progresses.
