§ Mr. Proctorasked the Secretary of State for Foreign and Commonwealth Affairs what checks are made by his Department on the proper expenditure by recipient countries of British overseas aid; and if he will make a statement.
§ Mr. Raison[pursuant to his reply, 25 May 1984, c. 570]: All overseas aid projects are carefully appraised 18W in my Department to ensure that they can produce a satisfactory return to the recipient country and have a positive impact on its development. The physical progress of projects is monitored by staff from my Department, either from one of the five development divisions located in different regions of the world or from London. Detailed evaluations are also made of a selected sample of completed projects to assess the development value actually achieved.
