asked the Secretary of State for Wales if he will make it his policy that every person in Wales be entitled to Welsh language education within reasonable travelling distance of his or her home at all levels of nursery, primary and secondary education; and if he will set up a Welsh education development agency for co-ordinating efforts by local authorities and others aimed at such an objective.

My right hon. Friend supports the provision of Welsh language education to meet local demand and has done much since 1979 to encourage and promote its expansion. It is nevertheless for local education authorities to determine the needs of their areas, the provision required to meet them and how such provision should be made, taking account of all the relevant circumstances.

We have recenly received a report of the Welsh Joint Education Committee's deliberations on this issue which we are considering.
