HC Deb 31 July 1984 vol 65 cc212-5W
Mr. Kilroy-Silk

asked the Secretary of State for the Home Department what was the number of mentally disordered prisoners released at the expiry of their sentence in 1982, 1983 and so far in 1984 because no hospital would accept them; what are their dates of release, ages, sex and convictions; and what further offences they have been convicted of since release.

Mr. Mellor

Since the beginning of 1982, 12 prisoners whose transfer to hospital under the Mental Health Act was pending have been released from prison on the expiry of their sentences. Details are given in the following table. I regret that comprehensive information about offences of which these persons may have been convicted after their release from prison is not available.

Mr. Kilroy-Silk

asked the Secretary of State for the Home Department what was the number of mentally disordered offenders transferred to hospitals in 1983.

Mr. Mellor

Because of a discrepancy in our records, which has just been detected, we are unable at present to give a precise figure for the number of prisoners suffering from mental disorder who were transferred to hospital in 1983 under the provisions of sections 72 and 73 of the Mental Health Act and sections 47 and 48 of the Mental Health Act 1983. The number is at least 110, but may be slightly higher. I shall write to the hon. Member when the correct figure has been established.

Mr. Kilroy-Silk

asked the Secretary of State for the Home Department what was the number of mentally disordered offenders there were in prison at the latest available date by prison and the category of the Mental Health Act into which they fall.

Mr. Hurd

Information is as follows for 31 March 1984 (the latest date for which figures are available) on the number of persons in Prison Department establishments whom prison medical officers considered to be mentally disordered within the meaning of the Mental Health Act 1983.

Establishment Total Mental illness Severe mental impairment Mental impairment Psychopathic disorder
Winchester 9 9
Wormwood Scrubs 8 8
Wymott 14 7 2 5
Totals 310 235 1 24 50

Mr. Kilroy-Silk

asked the Secretary of State for the Home Department how many prisoners from minority ethnic groups were transferred from prisons to mental hospitals in the most recent convenient year; and what proportion this was of the total number transferred.

Mr. Mellor

Information about the ethnic origin of mentally disordered prisoners transferred to hospitals is not readily available.
