asked the Secretary of State for the Home Department under what circumstances a firearms certificate issued under the Firearms Act 1968 should be conditional in the terms, "The firearms and ammunition to which this certificate relates shall be used solely during the holder's activities as a member of a rifle club or cadet corps"; whether such a condition is imposed on the majority of certificates issued by a chief officer of police; and under what circumstances the word "solely" should be omitted.

The question of what conditions, if any, should be attached to a firearm certificate is one for the chief officer of police to decide according to the circumstances of each case, and records of such conditions are not kept centrally. However, this particular condition is not one which the recent working party on the Administration of the Firearms Act 1968 considered would generally be necessary, and it was not included in the revised list of possible conditions which the working party drew up for the guidance of chief officers of police.
