asked the Secretary of State for the Environment in what areas Liverpool's budget for 1984–85 shows reductions in expenditure and increases in income as compared with the budget defeated at an earlier council meeting; and if the budget adopted is within Government guidelines for local authority expenditure.

Liverpool city council has an expenditure target for 1984–85 of £216.1 million. I understand it has adopted a budget of about £223 million. How this budget differs from any earlier budget resolution considered by it is a matter for the council, but the hon. Member may care to refer to the statement I issued on 11 July 1984 when I gave what seemed then to be the main changes from the earlier budget proposal of £261 million.
