asked the Secretary of State for Transport when he proposes to issue his consultation document on the implementation of the limit on air transport movements which will come into force at Heathrow airport when the fourth terminal opens in 1985.

I am issuing today a consultation document setting out a number of options for implementing the limit on air transport movements which will come into force at Heathrow when the fourth terminal opens next year. I am placing copies of the document in the Library of the House. I will wish to consider the views of the industry and other interested organisations before deciding which of the possible options should be used to give effect to the limit. Comments have been invited by Friday 19 October.
