Mr. Nellist

asked the Chancellor of the Exchequer if he will estimate the financial effect of section 29 of the Finance Act 1981 in the stopping of payment of tax refunds to striking miners for the period between the start of the strike and the end of the financial year 1983–84 on (a) a married man and (b) a single man; and if he will estimate the total value to the Exchequer for the 150,000 miners on strike.

Mr. Moore

The PAYE refund due to an individual striking miner depends on the number of weeks of absence from work during 1983–84. The weekly rate of refund for 1983–84 is about £16 for a married man and about £10 for single man. The Finance Act 1981 requires the employer to withhold PAYE refunds and to retain the money until refunds are paid after the strike.
