Mr. Kilroy-Silk

asked the Secretary of State for the Home Department (1) how many of those prisoners who committed suicide in penal establishments in 1983 had not been identified by the prison authorities as a suicide risk;

(2) how many of those prisoners who committed suicide in penal establishments in 1983 were not the object of special preventive measures.

Mr. Hurd

The available information relates to the number of inmates whose papers were marked with an "F' to denote a suicide risk, and the number who were under special observation. Of the 20 inmates whose deaths in prision establishments during 1983 resulted in a verdict of suicide, 10 had not been given an "F' marking, and 13 were not under any form of special observation at the time.

(2) what were the number of suicides in 1983 in (a) segregation or punishment cells, (b) ordinary single cells and (c) shared cells or dormitories.

The following table distinguishes between "ordinary" location (that is in the main part of the prison), location in the prison hospital or medical wing, or on segregation; and between a single cell (or room), shared cell (or dormitory or ward), and a punishment cell.
