asked the Secretary of State for Foreign and Commonwealth Affairs what positive support he is giving to Amnesty International's campaign against torture.

Mr. Whitney

We believe our most effective course is to mobilise international pressure through the United Nations. We have played an active part in the preparation of a draft United Nations convention against torture and other forms of cruel, inhuman or degrading treatment or punishment, recently submitted to the General Assembly. We shall continue to play a full part in United Nations consideration of human rights violations in particular parts of the world and to do what we can to bring pressure to bear in other ways.
