asked the Secretary of State for Defence what major exercises, such as the current Russian exercise in the Baltic and Eastern Europe, normally are carried out without inviting foreign observers.

Under the provisions of the 1975 Helsinki Final Act states are encouraged to invite observers to military manoeuvres but there is no absolute requirement to do so. Although observers are invited to the majority of major manoeuvres conducted by NATO nations, the Warsaw pact last invited NATO observers to a major manoeuvre in 1979.
