asked the Secretary of State for the Environment if he will reconsider the consequences of his capital retrenchment programme for the London borough of Newham when it can present to him its assessment of additional need after the implications of the recent fire test in Ronan Point have been assessed.

Whilst we shall be willing to consider any such representations which may be put to us, the Government's views as to the appropriate level of capital expenditure for local authorities in 1984–85 were made clear in the statement made to the House by my right hon. Friend the Secretary of State for the Environment on 18 July at columns331–33.
