asked Her Majesty's Government:

Whether they will prohibit the export of leg irons in view of their not being used in penal establishments in British territories.

The export of leg irons is prohibited to any destination except under the authority of a licence granted by the Secretary of State. My honourable friend the Secretary of State for Trade and Industry has made it clear that licences will not be granted for the export of leg irons and similar equipment for use for the restraint of prisoners.
