Mr. Ron Davies

asked the Secretary of State for the Environment if he will consider using his powers under the Town and Country Planning Act to extend the precedent set by his recent attempt to stop the drainage works on Halvergate Marsh, Norfolk, to other aspects of environmental damage.

I will consider applications for article 4 directions on their merits, but it should be noted that such directions are only relevant in cases where damage is caused by activities which do constitute development for the purposes of the planning legislation.
