Mr. Lawler

asked the Secretary of State for the Home Department what estimates he has made of the change in licence income that would result if all pensioners living on their own, including those who currently pay the concessionary rate, were to pay one half of the television licence fee.

Mr. Hurd

We estimate that if every pensioner living alone were granted a half price licence and all others were to pay the full fees the licence fee revenue would be reduced by between £35 million and £40 million a year. If the concession were extended to all households consisting only of pensioners, the corresponding loss of revenue would be between £70 million and £75 million a year.
