asked the Secretary of State for Transport if he has any plans to compel horse and pony riders to wear suitable hard hats whilst riding on roads; and if he will make a statement.

No. It is sensible for horse riders to wear protective headgear at all times and the highway code recommends this. But on the available accident evidence I do not believe there are grounds for making it a legislative requirement.
