asked the Secretary of State for Transport what is being done to make sure that air transport licences which are not being used by their holders are made available to other airlines.

In January of this year the CAA eliminated large numbers of unused air transport licences with the consent of the airlines which held them. It will shortly be publishing proposals to eliminate a smaller number of routes named in licences which airlines are not using but are unwilling to surrender. It will hold public hearings on these proposals and then publish its decisions.
