The Office of Arts and Libraries selectively monitors the provision of public library services, and investigates any complaints.

§ Mr. WaldegraveLocal library authorities have a statutory duty under section 7(1) of the Public Libraries and Museums Act 1964 to provide a comprehensive and efficient library service for all persons desiring to make use thereof. My noble Friend the Minister for the Arts exercises the responsibility under section 1(1) of the Act to superintend and promote the improvement of the service provided by local authorities in England. In the event of a local authority being in default, he has powers as prescribed in section 10 of the Act.
