asked the Secretary of State for the Environment how much money has been saved by the Property Services Agency by putting design work out to private companies rather than doing it in-house since this policy was implemented.

Although the value of the PSA design programme has increased, the total cost of major new works design is now 10 per cent. lower than it was in 1980–81. This reflects a number of interrelated factors, including improved in-house productivity as well as greater use of consultants.

Mr. Craigen

asked the Secretary of State for the Environment what the arrangements will be in Scotland in respect of the proposed reorganisation of the Property Services Agency.

I refer the hon. Member to my letter of 28 October last which listed proposals for the 14 offices concerned. Consultations on the proposals are continuing, and at this stage no decisions have been taken.
