asked the Prime Minister what steps the Government have taken to encourage investment in the United Kingdom by people resident in Hong Kong.

The Prime Minister

It is the Government's policy to leave capital movements in general in and out of the United Kingdom to market forces, and Hong Kong capital is no exception. Where direct investment from Hong Kong is concerned, although individual prospective investors from the territory are given the same facilities as those from elsewhere, it is not the Government's policy actively to solicit such investment. The Government fully recognise how important it is that levels of investment in Hong Kong itself should be maintained.
