Mr. Alfred Morris

asked the Secretary of State for Social Services what representations he has received from organisations of and for disabled people concerning clause 4 of the Health and Social Security Bill; what replies he has given; and if he will make a statement.

Mr. Newton

A number of representations have been received from various organisations, including the Royal Association for Disability and Rehabilitation (on behalf of seven other organisations), the National Association of Citizens' Advice Bureaux, the ICA/HNCIP steering group, the Newcastle upon Tyne Council for Voluntary Service, and the University of York social policy research unit. The All-Party Disablement Group has also written. Replies will be sent as soon as possible and will reaffirm our view that severe disablement allowance provides a sensible and practicable alternative to the houshold duties test and offers a fairer basis of provision for people who are incapable of work but outside the scope of contributory benefits.
