Mr. Onslow

asked the Secretary of State for the Home Department if he will call for reports from chief constables as to which police forces in England and Wales normally rely entirely upon their own resources in preparing the prosecution of offences involving conspiracy to defraud; and which forces normally refer such cases to the Director of Public Prosecutions.

There is no central record of operational practice in these and I am not at present aware of any reason for calling for special reports. I am satisfied that all chief constables are fully aware that it is open to them to consult the Director of Public Prosecutions in any case of importance or difficulty and of the advantages of seeking appropriate advice in complex cases.
