asked the Secretary of State for Social Services what was the outcome of the Under-Secretary of State's meeting with representatives of the National Federal ion of Retail Newsagents on 6 December on the problem of illegal sales of cigarettes to children; and if he will make a statement.

I had a constructive discussion with representatives of the National Federation of Retail Newsagents. We agreed on the importance of sustaining the law which precludes sales to children and considered a number of suggestions. As was proposed at the meeting, I am writing to a number of organisations about developing a code of practice and guidelines for the use of retailers and I am looking forward to a positive response. In addition, my right hon. Friend the Home Secretary intends shortly to make an order which will have the effect of raising the maximum fine for this and other summary offences. The new maximum fine for this offence will be £400. I will make a further statement as soon as possible.
