asked the Secretary of State for Wales if there is any element, either direct or indirect, in the distribution formula for allocating the rate support grant settlement in Wales, which recognises the cost of bilingualisation to those authorities which incur costs arising from the bilingual nature of their communities.

No. To date I have accepted in their entirety the Welsh consultative council on local government finance recommendations for the distribution formulae for allocating the block grant portion of the rate support grants in Wales. The formulae do not include a specific element for bilingualism. However, support for bilingual education is given by way of a specific grant, which will be £622,000 in 1984–85.
