§ Mr. AncramThe Government's aim is to ensure that public sector housing provision is well related to people's needs and aspirations, and to the resources available. In current circumstances, this means—as Ministers have made clear on many occasions — that we must concentrate on modernising the existing very large stock and providing by new build for special needs such as the elderly and the disabled.
