asked the Secretary of State for the Environment what provisions will exist for the resolution of conflicts between district councils following the Government's reorganisation of the metropolitan counties.

This will depend on the arrangements made for the function concerned. My right hon. Friend will consider what provisions are needed in the light of the consultations which are now in progress.
