asked the Secretary of State for Social Services if he will list his powers to control the activities of persons engaged in the promotion of, or participation in, schemes for surrogate motherhood; and if he will make a statement.

There is no legislation at the moment which directly governs surrogate motherhood. It was for this reason that the Government asked the inquiry into human fertilisation and embryology specifically to examine not only the ethical but also the legal and social implication of surrogacy and other forms of assisted reproduction. I hope to receive the report of that inquiry in the summer.
