asked the Secretary of State for Social Services (1) whether resource allocation on a district level has become more equitable since the publication of the resources allocation working party report; how many regions have now worked out target allocations for each of their districts; and what are the reasons for not doing so;

(2) for those district health authorities that do have resource allocation targets, what is the latest figure for (a) the percentage distance above its target of the district which is most above its target, (b) the percentage distance below its target of the district which is most below and (c) the average percentage distance away from their targets of all districts;

(3) when the Government envisage that all district health authorities' actual resource allocations will be within 10 per cent. of their target allocations.
