asked the Secretary of State for Social Services if he will estimate the number of mentally-ill patients in residential homes who do not have full personal clothing.

Information is not collected centrally about clothing arrangements in residential homes, but it is normal practice for mentally-ill residents in local authority and voluntary body residential accommodation to have full personal clothing.
