asked the Secretary of State for Social Services what is the reason for the differentials in the decision to adjust the tapers on rent rebate from 21p to 31p per pound, an increase of 47.6 per cent. and the rate rebate tapers adjustment from 7p to 9p per pound, a lower increase of 28.5 per cent.

Rent rebates and allowances account for some two-thirds and rate rebates for, about one-third of housing benefit expenditure. The proposed rent and rate tapers produce expenditure reductions in the same proportions.
