Dr. Cunningham

asked the Secretary of State for the Environment which authority in each of the six metropolitan county areas would adminster the capital control of the Capital Pollution (Special Wastes) Regulations 1980 in the event of the implementation of Cmnd. 9063 and the accompanying consultation paper.

The way in which the Control of Pollution (Special Waste) Regulations 1980 will be enforced in the metropolitan county areas will depend in the nature of the co-operative arrangements to he established between the district councils in the light of the criteria set out in the consultation document "Streamlining the Cities: Waste Disposal".

asked the Secretary of State for the Environment by what criteria he will assess the co-operative arrangements for waste disposal and regulation by metropolitan district councils to ensure that these are satisfactory in the event of the abolition of the metropolitan county councils in the terms of Cmnd. 9063 and the accompanying consultation paper.

Paragraph 11 of the consultation document "Streamlining the Cities: Waste Disposal" sets out the key criteria against which we will consider the effectiveness of proposals for voluntary co-operation made by the metropolitan district councils as a result of the recent consultation exercise.
