Mr. Austin Mitchell

asked the Secretary of State for Scotland whether he will publish in the Official Report a table showing the number of foreign-owned plants established each year in Scotland since 1954, and the number in each case which have been closed down since 1973.

Information in precisely the form requested is not available, as historic information on country of ownership is incomplete. The table, from the Scottish Manufacturing Establishments Record, is on the basis of incoming units with origin overseas.

Notes:

1. An incoming unit from overseas is defined as:

i. any manufacturing unit opening in Scotland since 1 January 1945 and having its origin outside the UK; or

ii. any manufacturing unit opening in Scotland having as its origin another incoming unit from overseas.

Origin refers to the previous manufacturing unit (in the same enterprise) having the closest ties with the new unit.

2. The figures for the most recent years (and particularly for 1983) are likely to be understated, as the information available for these years at present is incomplete.

3. Units with fewer than 11 employees are excluded.

On the latest available information, 24 manufacturing plants in Scotland which employed more than 500 persons in 1978 have since been closed. Of these, eight were foreign-owned at the time of closure.
