asked the Secretary of State for Social Services what is the annual cost to the National Health Service of lead-in payments to ancillary staff agreed in pursuit of self-financing productivity deals which have not been implemented.

The estimated cost of lead-in payments for NHS ancillary staff in Great Britain in 1983–84 is about £1.4 million. The Whitley Council agreement provides for these payments to be made subject to acceptance by staff of an employing authority's proposals for the introduction of a self-financing incentive bonus scheme and for the recovery of the cost of lead-in payments.
