Mr. Deakins

asked the Secretary of State for Foreign and Commonwealth Affairs if he will specify the verification measures put forward by the Western side in the mutual and balanced force reduction talks in Vienna.

The West's associated measures package covers both confidence building and verification. It provides for the invitation of observers to certain pre-notified military activities; the establishment of permanently manned exit-entry points and the notification of troop movements into the area; the exchange of information on the strength and organisation of ground and airforce personnel; the right to conduct a certain number of on-site inspections each year; no interference with national technical means of verification. These measures would be implemented on a reciprocal basis.
