§ Mr. Cartwrightasked the Secretary of State for the Environment if he will show for each local authority in England the rate-borne cost of an extra £1,000 of expenditure between target and target plus 1 per cent., target plus 1 per cent. and target plus 2 per cent., target plus 2 per cent. and target plus 3 per cent. and for spending in excess of target plus 3 per cent; and if he will show for each authority the apportionment of that cost between domestic ratepayers, industry and commerce, other non-domestic ratepayers and housing benefit.
