Mr. Marlow

asked the Secretary of State for Foreign and Commonwealth Affairs what new policies or combination of new policies currently under consideration by the Community, excluding enlargement, could lead to a demand for Community finance in excess of 1 per cent. of the total now available.

In its communication to the Council of 5 May 1983 on the future financing of the Community (6863/83), the Commission recommended an increase in the 1 per cent. VAT ceiling, citing, in addition to enlargement, the development of new policies such as research and development programmes on information technology, an outline programme of Community scientific and technical activities and a Community programme for promoting youth employment as justification for an increase.

The Government consider the case made by the Commission not yet proven. The Commission has now been asked to prepare a more detailed and thorough analysis. We have consistently made clear the conditions which would need to be satisfied before we could consider any increase in own resources.
