Mr. Hill

asked the Secretary of State for Transport if he will ensure that any directive on European air fares proposed by the European Commission introduces genuine competition before it is ratified by the Council of Ministers.

Mr. Ridley

I expect the European Commission shortly to submit a memorandum on a common air transport policy which will propose several draft measures including a draft directive on air fares. During the ensuing discussions I will certainly try to ensure that the various measures create a system which will allow individual airlines considerably more freedom than at present to exercise their commercial judgment and also make them compete more with one another.
