asked the Secretary of State for Northern Ireland what are the criteria for the appointment of prison chaplains.

It is the practice to invite the appropriate Church authority to suggest a clergyman whom it considers suitable for appointment as chaplain for the denomination concerned. That clergyman is normally appointed unless there are particular reasons for asking the Church to make an alternative recommendation.
