§ Mr. Tony Banksasked the Secretary of State for the Environment whether all London boroughs and metropolitan district councils will be required to charge for both the collection and disposal of trade wastes, as a result of the implementation of his proposals made in Cmnd. 9063.
§ Mr. WaldegraveThere will be a requirement as now to charge for collection of such waste. It remains to be decided whether the charges should also cover disposal costs.
§ Mr. Tony Banksasked the Secretary of State for the Environment if he will guarantee continuity in voluntary joint arrangements established to define waste catchment areas and intended to secure the high volume of waste input required for the economic operation of high cost waste disposal plants; and what guidance he will give to London borough councils on these matters should the Greater London council be abolished.
§ Mr. WaldegraveThe consultation document "Streamlining the Cities: Waste Disposal" set out the criteria which London borough councils should take into account in formulating proposals for the future organisation of the service, and against which we will consider the effectiveness of proposed co-operative arrangements. One of these criteria concerned the continued operation of existing major waste treatment and disposal facilities.
