asked the Secretary of State for Social Services how many officials other than Mr. Dick Clements are either now, or have been within the last five years, on secondment to private industry; what were the contractual arrangements agreed in each case; with which companies; and at what dates.

Mr. Kenneth Clarke

I am advised that arrangements have been made for four officials, in addition to Mr. Dick Clements, to undertake periods of employment in the private sector in the last five years as follows:

  1. (a) one official has been seconded to Deloitte, Haskins and Sells from January 1984 for a period of two years in the first instance — on probation for first 12 months. Salary is paid by the company together with the appropriate contribution to the principal Civil Service pension scheme;
  2. (b) one official was seconded to Albright and Wilson Ltd. for a minimum of 10 months and a maximum of 12 months from March 1982. The contractual arrangements were as above;
  3. (c) one official has been loaned for training purposes for six months from 7 November 1983 to May and Baker Ltd. Civil Service conditions of services and pay continue to apply except that expenses will be met by the company;
  4. (d) one official was seconded to private industry in 1979, but no records are now held which would enable the firm or the contractual terms to be identified.
