asked the Secretary of State for the Environment if he will introduce measures to amend the Litter Act 1983 to ensure that persons responsible for litter can be fined on the spot.

No; any system of direct fining would be invidious to operate, particularly in the case of trivial offences. The answer to the problem must lie primarily in persuading the public not to drop litter. To this end we give financial support to the Keep Britain Tidy group, which campaigns continuously against litter in collaboration with local authorities, voluntary groups, industry and commerce.
