Mr. Corbyn

asked the Secretary of State for the Environment, concerning the Archway road improvement concurrent inquiry in connection with certificates for exchange land, on what information and using what criteria he satisfied himself that the land to be given in exchange is equally advantageous to any persons entitled to rights of common or other rights and to the public.

The Secretary of State has so far reached only a preliminary conclusion on the proposed exchange of land on the basis of its comparability and proximity to the existing open space involved. The purpose of the inquiry is fully to acquaint the Secretary of State with the views of objectors before he reaches any final decision.

asked the Secretary of State for the Environment why were the public notices concerning the Archway road improvement concurrent inquiry in connection with certificates for exchange land not published in the local press until 1 July 1983; and what is the explanation of the gap between their publication and the publication in September and December 1982 of the orders in connection with the improvement scheme that were drafted by the Secretary of State for Transport.

Exchange land certificates are dealt with as a separate element within the overall timetable for dealing with the road scheme involved. The preparation needed varies from scheme to scheme and there is no significance in the timing in this instance.

asked the Secretary of State for the Environment why the Archway road improvement inquiry in connection with the certificates for exchange land is being held concurrently with that in connection with the orders drafted by the Secretary of State for Transport.

Questions of exchange land provision arise from the road proposals involved. Concurrent public inquiries allow an examination of exchange land proposals in that broader context and avoid the substantial and unnecessary duplication of argument which could otherwise occur in two separate inquiries. The inspector reports jointly to both Secretaries of State on all aspects of the scheme, thus providing a comprehensive basis for the final decision on the adequacy of the exchange land proposed.
