Mr. Marlow

asked the Secretary of State for Foreign and Commonwealth Affairs if he will take an initiative to further the cause of Palestinian self-determination.

Mr. Luce

A negotiated settlement must include practical recognition of the right of the Palestinian people to self-determination and of the right of Israel to a secure existence. The parties to the conflict must take steps towards the achievement of a just and comprehensive solution based on these essential principles. We support and will do all we can to further all genuine efforts to this end, but it is for the parties themselves to take the initiative.
