There are some first-class administrators in the National Health Service, but the range of quality of administration at all levels over all authorities is very wide.

We accept the Griffiths team's view that there is scope for the achievement of much higher levels of efficiency in the service. We are therefore clear that there is scope for improvement in the performance of all aspects of management.
