Mr. Michael Forsyth

asked the Secretary of State for the Environment what guidelines he gives the Council for Small Industries in Rural Areas on the way it spends the public money it receives.

As an agent of the Development Commission CoSIRA is subject to the same financial guidelines as those provided by the Secretary of State for the Development Commission.

asked the Secretary of State for the Environment what proportion of its income the Council for Small Industries in Rural Areas has spent in each of the past five years; and what proportion it estimates it will spend in the current year on (a) salaries, and so on, (b) travel and subsistence and (c) other administration.

CoSIRA is solely an agent of the Development Commission similarly financed by grants from the development fund. The following percentages represent the share of the total income of the development fund which has been spent on CoSIRA's operating expenses over the past five years:
