asked the Minister of Agriculture, Fisheries and Food if he will ban the practice of ear-punching as a means of identification of animals.

No. European Community regulations require animals certified for variable premium to be permanently marked in order to guard against fraud. We have examined extensively alternative methods but have concluded that, to date, ear punching is the only satisfactory method of permanently marking animals. I understand that the Farm Animal Welfare Council will be examining the practice of ear punching, amongst many other issues, in its review of the welfare of animals at markets. We look forward to seeing its recommendations.
