asked the Under-Secretary of State answering in respect of the Arts what were the criteria of the Minister for the Arts in establishing the nine bodies of national significance that are to be funded outwith local authorities.

The arts consultation paper explained the criteria for central support following abolition of the Greater London and metropolitan county councils. The proposals envisaged that central support would be confined to a small number of the arts bodies most affected, which(a) had been substantially funded by the GLC and MCCs, and b) were of such national or international significance that (c) individual borough or district councils could not reasonably be expected to maintain them on a similar scale.
